Consider that you have a file say a video. When you save it in your system the system divides the images in to small parts and save it in your hard disk, pen drive, etc. hard disc will be divided into sectors and tracks and into o smaller parts. When you save the video file, the whole file will be distributed into different sectors. Each piece of data are spread over the hard disc.

To play the video you need all the data which are stored in the various sectors. So the system keep track of all the files spread over the hard disk in an index. The index says where the next piece of file is and so on. 

When you delete that file, the system simply delete's the index file. When index file is deleted, the system don't know where the files are present. So when you use a data recovery software it searches for stray pieces of data (i.e.)with no index and then rearranges and creates an index to the files and gives us the recovered file. When you store more files in storage media the old file's index gets overwritten. When it's overwritten you can't get full data recovered. That's the reason some times your recovered files are incomplete.
We can recover image files, video files, audio files etc stored in storage media's using data recovery software.
